Previously, Dr. Blaunstein was Managing Director and co-founder of Seneca Environmental Management (SEM), Vice President of Seneca Specialty Company and Vice President of Crum and Forster Specialty Insurance Company. While Assistant Professor of Physics at the University of Tennessee and consulting scientist to the Oak Ridge National Laboratory, Dr. Blaunstein conducted research, provided instruction and supervised doctoral students in the area of atomic and molecular radiation physics. A frequent lecturer and consultant to governmental and industrial leaders throughout the world, Dr. Blaunstein was a Public Health Service Fellow and member of the United States Chamber of Commerce, Environment Committee and is a member of the American Physical Society, The American Society of Testing and Materials, National Groundwater Association and the Sigma Xi Honorary Society. He received his Ph.D. in physics from the University of Tennessee and an M.S. degree in physics from Case Western Reserve University.

Taken from Foreword: Turing’s deep 1937 paper made it clear that G¨odel’s astonishing earlier
results on arithmetic undecidability related in a very natural way to a class of computing automata, nonexistent at the time of Turing’s paper, but destined to appear only a few years later, subsequently to proliferate as the ubiquitous stored-program computer of today. The appearance of computers, and the involvement of a large scientic community in elucidation of their properties and limitations, greatly enriched the line of thought opened by Turing. Turing’s distinction between computational problems was rawly binary: some were solvable by algorithms, others not. Later work, of which an attractive part is elegantly developed in the present volume, rened this into a multiplicity of scales of computational difficulty, which is still developing as a fundamental theory of information and computation that plays much the same role in computer science that classical thermodynamics plays in physics: by dening the outer limits of the possible, it prevents designers of algorithms from trying to create computational structures which provably do not exist. It is not surprising that such a thermodynamics of information should be as rich in philosophical consequence as thermodynamics itself.

Taken from Definition of small hydropower: There is no consensus in EU member states on the definition of small hydropower: Some countries like Portugal, Spain, Ireland, and now, Greece and Belgium, accept 10 MW as the upper limit for installed capacity. In Italy the limit is fixed at 3 MW (plants with larger installed power should sell their electricity at lower prices); in France the limit was established at 8 MW and UK favour 5 MW. Hereunder will be considered as small any scheme with an installed capacity of 10 MW or less. This figure is adopted by five member states, ESHA, the European Commission and UNIPEDE (International Union of Producers and Distributors of Electricity).
