Overheads are a part of any business but, in the past, the objective was always to minimize these overheads and the demarcation line between overheads and services was considerably clearer.
In many developed societies, service providers have become a formidable force and, since their objective is (perhaps justifiably) to increase market share (or their position within an organization), they have developed sophisticated strategies to muddy the waters and obscure the demarcation between service and overhead. In other words, there has been a concerted effort to increase overheads for industry, in developed countries, while at the same time portraying this as an increased level of service.
